October 2017 - HOUSING DIVERSITY IN HOLDFAST BAY

On the back of the current discussions on the proposed Housing Diversity DPA in Marion. Holdfast Bay have released a draft Housing strategy as part of their own review of how to grow the city. We were alerted to this by the Holdfast Bay Residents Alliance. This will have impacts on Seacliff and Kingston Park

The period of initial engagement and feedback is between 31 October and 20 Nov 2107. Now closed there will be further consultation early next year.

Here is an extract from the strategy report:

"STATE GOVERNMENT PLANNING REFORMS
The planning and zoning framework being prepared by the State Government to implement the new Planning
Development and Infrastructure Act 2016 will guide what may or may not be built in any designated location.
Under the new Act and by 2020, every council development plan will transition to the new Planning and Design Code.

In conjunction with the 30-Year Plan for Greater Adelaide, the new Act provides a framework for the development of healthy, walkable urban neighbourhoods, and recommends an increase in the percentage of new housing as urban infill.

In line with the 30-Year Plan, and as part of the transition to the Planning and Design Code, Council must review its
zoning framework.

CONSIDERATIONS
We know residents value the lifestyle our City affords, including access to the beach and foreshore, the village feel of the Brighton and Glenelg Jetty Road precincts, and the charm and variety of housing in our
character areas. We understand residents’ concerns about the loss of back yards, green space, the effect of high rise
buildings, and the potential impact of development in historic and character areas.

Council’s Our Place 2030 Strategic Plan outlines a vision where progress is balanced with heritage,
and high quality public spaces and services create a welcoming, safe and active community where residents, visitors, and business can thrive. In order to achieve this, our housing strategy must:
  •  ensure local character and history is protected
  • identify the preferred range of housing types and densities
  • direct growth to appropriate locations
  • encourage good design
  • reinforce the beach lifestyle
  • ensure access to services and facilities that support economic and social well being
  • identify new infrastructure requirements and help align and prioritise infrastructure provision
  • provide for the management of environmental assets
  • identify associated opportunities to grow tourism,
  • employment and support the local economy."
